Common Education System In Bihar

Though his embryonic ideas for a common education system may look more contemporary and promising at first glance having a look through kaleideoscope right before implementing the idea at the current infrastructure of the state telling a different story. As we all know that the Elementary and Primary Education System in the state is not in healthy state. At present there are more than 550 temporary schools having no building, 29 schools running under tents and to the worst about 3000 schools have neither roof nor any infrastructure at all. Taking this toll to perspective there are 916 villages having no school at all. Childrens do not go school either or have to tread miles to reach a school in nearby village thus spending more hours enroute than to attending the classes. Moreover the danger enroute is also present. With poor law and order situation girl students were often raped en-route to far flung schools keep question about the credential of our inability to provide even elementary and primary education to their place. On the other hand there is no dearth of Air-Conditioned schools. The Capital city has a host of A/C school with all the five-stare facilities to cushion all those Govt. must mind this gap before implementing the common School System in the state.The last couple of decades of the last century will be remembered of a host of failure program designed to suit the needs of our state. We have witnessed the embrassing failure of a host of School system in the state. While the Charwaha School System, a brain child of our charismatic leader Laloo Pd. who was Chief Minister then might have helped him winning distinguish appreciation from Asia to United nation but its head turn failure within couple of years is saying its story itself.The logic given behind the idea is that if children could not reach to school the state is accountable to reach school to them. The assumption is such that in a unutilised piece of land of about 1.25 acre (which is available easily in every village in bihar) arrangement could be made as such that along with formal alphabetical education to children specific training be given in specific sector of their choice e.g. fisheries, milk producing animals, roosting and tillage too. The education mafia is not new to bihar. The gimmik of opening school is not a new one. In the decade of 70's state govt. did begin a series of opening sanskrit schools throughout the state. The easy affiliation process degraded the standard soon and in coming years school were seen running in hut,alley and private houses. "Sanskrit Shiksha board" were formed and entrusted with the authority to conduct examinations. The degrading continue to the level that candidates were seen writing examination paper at their home while ricksaw puller and children of school teacher were evaluating papers of those examinations thanks to the sanskrit school system. Pahalwan School System were another example of dismal performance at education. Without going into details it would be better to say that the project were get flattened from its very first year. We can't run on idea alone. We must understand our existing infrastructure and our honesty while incorporating new ideas to such critical sector having long term effects. Our society is not too strict in maintaining standards and protocol. May it be due to diminishing moral in society or a subject of accountabily and honesty. The success of such project due imperative more on the implementor than to architecht of such big ideas. The inclination towards english medium schools began to take momentum way back in late 70s, but it was limited only to the upper or upper-middle class then. With the onset of RJD on the dais of bihar the education system were crushed to the level where people capable of bearing the cost begin sending there children outside bihar. In 90s we witnessed Bihar tops the list of "Drop Out". Even Human Resource Development Ministry admits that about 3 million children in Bihar has not an opportunity to have primary education. The fact come with a stark truth that 28 percent of them belong to Muslim community. According to National Education commission report,1996 that 3/4 of the total no. of schools in Bihar having no facility of toilet i.e. these have not infrastructure. Keeping these truth at a glance the idea of common school system speaks its weakness itself. we can't justify a race between a goat and a lion. We can't architect an automobile with different size of wheels for a smooth run. Though the idea of Common School System is based on broad vision we must work first on infrastructure development.
