Senior leader and "fund manager" Motilal Vora of All India Congress Committee said "The said land is unutilised for years and we need funds for the smooth running of the organisation, hence embarked the idea of selling it after having a marketing complex built on it". Kadamkuan, Sadakat Ashram and in Adalatganj the party has land in good sizes worths crores of rupees at present. With unproper management and unmanned kept for years has given opportunity for encroacher these all long years. Since the Congress is in out of power in the state for more than 15 years it could not manage to strengthen the organisation with limited resources. As soon as the land will get cleared from encroachers the construction work begin informs the staff at the officials from the party at Sadakat Ashram. On queries regarding engagement of foreign agencies & builders for the project the official reacts in denial saying that "we will make it on our own, we dont'let loose the heavy margin taken by builders". There are many leaders in the party itself who are builders and probability is that the party will incorporate them in the project.
