Rahul Factor A Pre Written Script?

Rahul Gandhi took over as Congress General Secretary on Wednesday, 26th September. He visited AICC office and stayed for 5 minutes at office. He is allotted his office beside Sonia Gandhi's office at AICC office.As his first action, he met Prime Minister and demanded nationwide implementation of National Rural Employment Guarantee Scheme. Within two days he took over as General Secretary his demand was approved by the cabinet. The Union Rural Development Minister Raghuvansh Prasad Singh confirmed the cabinet decision. The scheme will be launched from 1st April 2008 incurring 20 crores additional expense on govt budget.National Rural Employment Guarantee Scheme is aimed to provide a minimum of 100 days employment to poor in one financial year. This scheme was launched last year and aimed to implement this scheme nationwide till September 2010. In haste the cabinet meeting was convened in the chairmanship of Prime Minister Manmohan Singh with Finance Minister P. Chidambaram and Rural Development Minister Raghvansh Prasad Singh and govt decided to implement this scheme nationwide from 1st April next year. In a press conference Union Rural Minister confirms the decision to implement the scheme nationwide. Newly appointed General Secretary, Rahul Gandhi was credited for the nationwide implementation of National Rural Employment Guarantee Scheme. It is interesting to note that earlier finance minister had expressed lack of funds to accommodate 200 more villages under National Rural Employment Guarantee Scheme and now govt is ready for covering complete nation under National Rural Employment Guarantee Scheme. Does this mean Congress has sensed possible mid term poll? The way Congress is giving full credit to Rahul Gandhi for the nationwide implementation of National Rural Employment Guarantee Scheme, it looks Congress is projecting Rahul a mascot of pro-poor in wake of the looming poll. Not only Congress but also Rural Development minister who struggled for expansion the scheme to 200 more villages,  accepts the Rahul factor behind the expansion. He thanked Rahul for his support.Was it a pre written script to project Rahul Gandhi as mascot to pro-poor?
